Ogun FTZ deal: Chinese firm targets Nigeria assets in eight countries
Zhongshan Fucheng Industrial Investment Co. Limited, the Chinese firm that got a court injunction to ground three presidential jets belonging to the Federal Government in Europe, has initiated plans to seize other Nigerian assets in the United Kingdom, United States of America and in six other countries.
The company had instituted legal proceedings in about eight jurisdictions globally, regarding the dispute.
The other countries include Belgium, Canada, France, Singapore and the British Virgin Islands, documents relating to the case, which were obtained by our correspondent, were revealed on Thursday.
This comes as the Federal Government vowed to protect its foreign assets from “predators.”
There has been serious controversy following reports that the Chinese company got judgement to ground three presidential jets belonging to the Federal Government.
In 2001, China and Nigeria signed a bilateral investment treaty aimed at promoting commercial investment between the two countries.
In 2007, Ogun State reportedly entered into a joint venture agreement with a Chinese company and another company to create the Ogun Guangdong Free Trade Zone Company. The Nigeria Export Processing Zones Authority, a Federal Government entity that oversees free-trade zones in Nigeria, then delegated control and operation of the free-trade zone to the company.
In 2010, the Ogun Guangdong Free Trade Zone Company contracted with Zhongshan’s parent company to develop an industrial park in the free-trade zone. The goal was for Zhongshan’s parent company to develop the park and build factories in it for tenants to use.
In the first half of 2016, however, the agreement between both parties was terminated, leading to Zhongshan filing lawsuits in Nigerian federal and state courts seeking reinstatement of its contractual rights but the legal proceedings were discontinued in Spring 2018.
However, a French court, recently, authorised the seizure of three of Nigeria’s presidential jets, two of the jets – a Dassault Falcon 7X and a Boeing 737 – are part of Nigeria’s presidential air fleet that were recently put up for sale and the third, an Airbus 330 purchased by Nigeria, but not yet delivered.
Zhongshan had again dragged Ogun to court, where an independent arbitral tribunal, chaired by the former President of the UK Supreme Court, awarded the Chinese firm $74.5m compensation, which Ogun was yet to pay.
The court order prohibited Nigeria from moving or selling the presidential jets until the Chinese firm was paid the $74.5m by Ogun, its sub-national.
However, documents indicated that the Chinese company attempted to seize a jet being recovered by the country from Dan Etete as proceeds from fraudulent acts in Canada.
The Federal Government had tracked down and grounded the luxury private jet purchased by former petroleum minister, Etete, with some of the alleged proceeds of the notorious $1.3bn Malabu OPL245 oil deal.
“The goal is clear – that Mr Etete will avoid the seizure of an asset he got with stolen Nigerian money, with Zhongshan’s connivance.”
According to the documents, Zhongshan was originally engaged as a developer and manager of Fucheng Industrial Park but was asked to manage the facility after the government terminated the joint venture with CAI because it didn’t meet the necessary requirements.
The document claimed that the Ogun government cancelled the contract after it received a Diplomatic Note 1601 from the Economic and Commercial Section of the PRC Consulate in Lagos, alleging that Guangdong illegally held shares in China Africa Investment Limited, a state asset and that entity (New South Group) was the company properly entitled to manage OGFTZ.
The document read, “In 2007, the Ogun State Government, in partnership with the Guangdong province in China conceived and set up the Ogun Guangdong Free Trade Zone, which sits on 2,000 hectares in Igbesa, Ogun State.
“Ogun State signed a Joint Venture Agreement directly with China Guangdong Xinguang China-Africa Investment Limited representing Guangdong Province in the joint venture. OGFTZ houses several enterprises as well as subdevelopments, including one Fucheng Industrial Park, measuring 224 hectares. In 2010, OGFTZ contracted Zhongshan to develop and manage Fucheng Industrial Park.
“However, in 2012, Ogun State terminated the joint venture with CAI because CAI had not met obligations under the 2007 JVA. Ogun State then appointed Zhongshan as an interim manager of the Zone, since it was already managing Fucheng Industrial Park. In June 2012, Zhongshan assumed management control of a 51 per cent stake in CAI and subsequently signed another JVA with Ogun State Government in September 2013.”
It further stated that the company had been making efforts to enforce the tribunal award.
“As of August 2024, there are court proceedings in about eight jurisdictions of the world regarding this dispute.
“These include USA, UK, Belgium, Canada, France, and the British Virgin Islands. Till date, Zhongshan has not realised a single penny from the Award, and all signs indicate that Zhongshan is unlikely to do so anytime soon.”
It added that the company was still tracking the location of Nigerian assets abroad.
Meanwhile, a court document has revealed that the Chinese company was demanding compensation of $130.6m due to a breach of contract by reneging on terms between both parties to create the Ogun Guangdong Free Trade Zone.
The document obtained by our correspondent on Thursday, however, listed the Federal Government as the defendant because the direct agreement was between Nigeria and China and not with the company based on international treaty conditions.
The case filed at the United States District Court for the District of Columbia (No. 1:22-cv-00170) was argued April 22, 2024 and decided August 9, 2024 by Circuit Judges Millett, Katsas and Childs.
In presenting its argument, the company stated that Nigeria violated the Investment Treaty with China in five ways “by failing to provide Zhongshan with fair and equitable treatment, engaging in unreasonable discrimination, neglecting to protect Zhongshan, breaching the contract, and wrongfully expropriating investments without compensation.”
Giving details of the deal, the company said it invested millions of dollars and significant resources to develop and build infrastructure in the industrial park, including roads, utilities and opened services such as a hospital, hotel, supermarket, and bank.
By 2016, businesses had moved into the zone and Nigeria had collected approximately N160m in tax revenue from the free-trade zone.
It read, “In the first half of 2016, however, Ogun State terminated its agreements with Zhongshan. Ogun claimed that a different Chinese company was legally entitled to Zhongshan’s share of the free-trade zone and that Zhongshan had defrauded Ogun.
“Things continued to deteriorate. One Ogun official texted a Zhongshan executive, urging him ‘as a friend’ to ‘leave peacefully when there is opportunity to do so, and avoid forceful removal, complications and possible prosecution.’ The next month, Ogun issued an arrest warrant for two executives, alleging a ‘criminal breach of trust.’
“Nigerian federal police arrested one Zhongshan executive at gunpoint and held him for ten days. During that time, the police denied the executive food and water, beat him, intimidated him, and questioned him about the whereabouts of the other executive.
“Based on these findings, the arbitral tribunal found that Nigeria had breached its obligations under the Investment Treaty and that Zhongshan was entitled to $55.6m in compensation from Nigeria and $75,000 in moral damages, along with interest and legal and arbitral fees.”
Reacting, the Attorney General of the Federation and Minister of Justice, Lateef Fagbemi (SAN), said his office and that of the National Security Adviser have commenced legal and diplomatic moves to recover the three presidential aircraft seized by the Chinese firm.
This was contained in a statement by the Special Adviser to the President on Communication and Publicity, Office of the AGF, Kamarudeen Ogundele, on Thursday in Abuja.
The statement read, “On 14th August 2024, the Federal Government of Nigeria became aware of the interim attachment of three presidential aircraft undergoing routine maintenance in France. The said temporary attachment was made pursuant to exparte orders issued by the Judicial Court of Paris dated 7 March 2024 and 12 August 2024 respectively at the instance of Messrs. Zhongshan Fucheng Industrial Investment Co. Limited, a Chinese company seeking to enforce a Final Award granted in its favour on 26 March 2021, against one of Nigeria’s sub-nationals, Ogun State.
“It is to be noted that the arbitral award arose from an arbitration proceeding which commenced in 2018 as a fallout of a contractual dispute between the Chinese company and Ogun State Government over the operation and management of Ogun Guangdong Free Trade Zone.
“We wish to clarify that, though the dispute originated from engagements of the Ogun State Government, however, the consequential enforcement actions are being directed against the Federal Government and its assets in line with extant principles of international law, which holds that the actions of a subnational or local entity are attributable to the state or country itself.
“The offices of the National Security Adviser and the Attorney-General of the Federation have already set in motion both legal and diplomatic steps to ensure the discharge of the inappropriate orders against the aircrafts, which are covered by sovereign immunity.
“While, further actions are being put in place to resolve the entire dispute through available legal means, the firm position of the Federal Government remains that the aircraft in question are sovereign assets used solely for sovereign purposes and are therefore immune from attachment as Zhongshan has sought to do.”
Meanwhile, the Presidency, in a statement titled ‘Chinese company’s fraudulent attempt to strip Nigeria’s assets abroad’, on Thursday said the efforts by Zhongshan to take over the jets were fraudulent.
The Presidency argued that the use and nature of the jets as assets of a sovereign entity whose assets were protected by diplomatic immunity forbade any foreign court from issuing an order against them.
It said it is convinced that the Chinese company “misled” the Judicial Court of Paris regarding the use and nature of the assets it sought to attach and did not fully disclose to the court as required by law.
The statement, signed by the Special Adviser to the President on Information and Strategy, Mr. Bayo Onanuga, “The Presidency is aware of the various failed attempts by a Chinese company, Zhongshan Fucheng Industrial Investment Co. Limited, to take over offshore assets of the Federal Government of Nigeria through subterfuge.
“The Federal Government is not under any contractual obligation with the company. The case in which Zhongshan is trying to use every unorthodox means to strip our offshore assets is between the company and the Ogun State Government.”
Also, the Ogun State Government, on Thursday, faulted the judicial process that led to the provisional attachment of three Nigerian government-owned aircraft in France by the Judicial Court of Paris on March 7 and August 2, 2024.
In a statement signed by the Special Adviser to Governor Dapo Abiodun on Media and Strategy, Kayode Akinmade, the state government described the latest development as “the new antics by the Chinese company to appropriate Nigerian assets in foreign jurisdictions, as past efforts had continually failed.”
The statement described the legal process “as nothing but a total charade with fraudulent notion,” adding that the company deliberately concealed the litigation from both the Nigerian government and Ogun State, as well as their legal counsels before hurriedly securing orders of seizure.
The state government said the company must have misled the Judicial Court of Paris on the use and nature of the assets it sought to attach and not make full disclosure to the court as required by law.
The statement read, “On 14 August 2024, the attention of the Ogun State Government was drawn to the provisional attachment of three Nigerian government-owned aircraft in France by the Chinese company, Zhongshan Fucheng Industrial Investment Co. Ltd. (Zhongshan).
“Ogun State also learned of two orders of the Judicial Court of Paris dated 7 March 2024 and 12 August 2024 respectively, both obtained by Zhongshan without notice being duly given to the Federal Government of Nigeria, Ogun State or their legal counsel.
“This is the latest in a series of ill-advised attempts by Zhongshan to attach Nigerian-owned assets in foreign jurisdictions, none of which have to date led to the recovery of any sums from Nigeria.
“Each of the three aircraft is used solely for sovereign purposes and as such are immune from attachment under international and French laws.
“In obtaining the provisional attachments, Zhongshan deliberately withheld information from the Federal Government of Nigeria, Ogun State and their legal counsel.
“Just like the P&ID case, this is another unfortunate case of unscrupulous individuals masquerading as foreign investors with the sole aim of defrauding Ogun State and Nigeria.
“It should be recalled that the underlying contract between Ogun State and Zhongshan was executed in 2007, 12 years before the present administration, for the management of a free-trade zone. The parties entered into a dispute in 2015 with arbitration commencing in 2016.”
It added, “By 2019, when the current State Administration took office, the hearing at the arbitration had been all but concluded. The Arbitral Panel awarded over 60 million USD against the Federal Government of Nigeria (FGN) which was a co-Defendant, when all Zhongshan had done was to build a perimeter fence around the free-trade zone. Needless to say this was a bad/unfair decision.
“The present State Administration could not in all good conscience allow such an unconscionable and baseless decision, which would dissipate the commonwealth of the good people of Ogun State, to stand.
“Accordingly, and based on erudite legal advice, this Administration resolved to resist the enforcement of the award. The resistance was successful in eight different jurisdictions. Currently, there are pending appeals against recognition orders issued in both the US and UK,” the statement read.
The Federal Government has reiterated its strong commitment to safeguarding religious freedom and fostering a spirit of tolerance among its citizens.
This affirmation comes in the wake of a recent statement issued by the United States of America regarding the situation of religious freedoms in Nigeria.

The Foreign Affairs spokesperson also emphasised the strong diplomatic ties between Nigeria and the United States, expressing confidence that both nations will continue to work together in promoting peace, democracy, and global stability.
The statement reads, “The Federal Government has noted the recent statement by the United States of America on religious freedom in Nigeria. We remain committed in our resolve to tackle the violent extremism that is fuelled by special interests who have helped drive such decay and division in countries across the intersecting West African and Sahel regions.
“We mourn all the victims of violent extremism and salute our armed forces as they continue to fight against vicious but cowardly foes. The Federal Government of Nigeria will continue to defend all citizens, irrespective of race, creed, or religion.
“Like America, Nigeria has no option but to celebrate the diversity that is our greatest strength. Nigeria is a God-fearing country where we respect faith, tolerance, diversity and inclusion, in concurrence with the rules-based international order.
“The US has been – and we trust will always remain – a close ally, because the Federal Republic of Nigeria, and the Government of President Bola Ahmed Tinubu, will maintain our laser focus and steadfast commitment to all partners who believe in genuine peace, stability, freedom and democracy,” the statement concluded.
Military investigators probing the alleged attempted coup are working with the Economic and Financial Crimes Commission and the Nigeria Financial Intelligence Unit to unravel the financial flows linked to individuals accused of bankrolling the plot, according to The PUNCH.
This was as indications emerge that the bank accounts of some of the suspects might have been frozen by the authorities, as part of the probe procedures.
The PUNCH could not immediately confirm the development, as no one was willing to comment on it. But a security official described this as standard procedure in such cases.
However, multiple security sources familiar with the probe confirmed that the EFCC and NFIU are carrying out a forensic investigation on the bank accounts of the soldiers and the civilians involved in the plot to overthrow the Federal Government.
The forensic investigation will cover transaction analysis, including reviewing deposits, withdrawals, and transfers to identify suspicious patterns; tracking of account activity over time; identifying the origin of funds and determining the true owners of the accounts under probe.
The investigation is also said to have been widened to cover the associates and business partners of the key suspects.
The development is coming on the heels of the discovery of the alleged transfer of N45 billion from the Niger Delta Development Commission to those involved in the plot.
Sahara Reporters had reported that 16 Nigerian Army officers were arrested for allegedly planning a coup to overthrow President Bola Tinubu. The online platform linked the purported plot to the Federal Government’s cancellation of Nigeria’s 65th Independence Day celebration.
The Director of Defence Information, Brig. Gen. Tukur Gusau, denied that the detention of the officers was tied to a coup attempt.
Nevertheless, security operatives raided the Abuja home of former Bayelsa State governor Timipre Sylva, taking away his younger brother, Paga and driver, as the investigation gained momentum.
The former minister and All Progressives Congress chieftain was reportedly outside the country at the time.
On Wednesday, Sylva’s spokesman, Chief Julius Bokoru, confirmed that his principal’s residence was raided, adding that the ex-minister and his wife were out of the country at the time.
He denied the former governor’s involvement in the rumoured coup plot, accusing his political adversaries of trying to frame him.
Providing an update on Thursday, military insiders explained that the investigators are relying on the EFCC and NFIU to uncover the money trail and flow of funds deployed for the execution of the alleged coup.
Sources in the anti-graft agencies confirmed their involvement in the probe.
“This is discreet intelligence work. Until the entire exercise is concluded, we cannot provide a list of all those involved, how much was deployed for the plot or the amount recovered. The investigators are relying on the EFCC and NFIU for this,” a security source who is privy to the investigation disclosed.
The EFCC spokesperson, Dele Oyewale, could not be reached for comment on Thursday. His NFIU counterpart, Aishatu Bantam, did not respond to phone calls.
Meanwhile, the names of the 16 alleged coup plotters have surfaced.
The army officers include a brigadier general, a colonel, four lieutenant colonels, five majors, two captains, and a lieutenant.
The remaining two are a lieutenant commander from the Navy, the naval equivalent of a major, and a squadron leader from the Air Force, which holds the exact rank equivalence.
Premium Times reported that 12 of the 14 army officers belonged to the Infantry Corps, the army’s frontline combat unit whose troops primarily engage in ground battles.
One officer is reportedly from the Signals Corps, which manages military communications, while another serves in the Ordnance Corps, responsible for procuring, storing, and maintaining weapons, ammunition, vehicles, and other essential hardware.
They were reportedly led by Brig. Gen Musa Abubakar Sadiq. Others include Col M.A. Ma’aji, Lt. Colonel S. Bappah, Lt Col A.A. Hayatu, P. Dangnap, Lt. Col M. Almakura, Major A. J Ibrahim, Major M.M. Jiddah, Major M.A. Usman, Major D. Yusuf, Major I. Dauda, Capt Ibrahim Bello, Capt A.A Yusuf, Lt S.S Felix, Lt . Commander D. B. Abdullahi and Squandron Leader S. B Adamu.
Meanwhile, The Cable reported that an air force officer recently posted to the Office of the National Security Adviser was detailed to kill the National Security Adviser, Nuhu Ribadu.
Accoring to The Cable, Squadron Leader SB Adamu (Service No. NAF/3481) from Jigawa State was posted to the National Counter Terrorism Centre — an agency under ONSA — about four weeks before the coup attempt was uncovered.
Contrary to claims that several suspects worked directly with ONSA, investigators said Adamu was the only one connected to the office through the NCTC.
Military insiders said when the National Coordinator of NCTC, Maj-Gen. Adamu Laka,requested the posting of a specific officer to the centre in August 2025, the request was surprisingly turned down. Instead, Adamu was deployed — a move now fuelling suspicions that the alleged coup plotters may have penetrated the military hierarchy.
Adamu is a member of the Nigerian Defence Academy’s Regular Course 59.
Recent investigations have uncovered additional information regarding a coup plot, shedding light on various troubling details.
This alarming revelation raises serious concerns about the integrity of national security. It highlights the extent to which the plotters may have been willing to go in their efforts to destabilize the government.
According to sources knowledgeable about the ongoing inquiry into this alleged conspiracy, an air force officer who has recently been assigned to the Office of the National Security Adviser (ONSA) was allegedly tasked with the assassination of Nuhu Ribadu, the current National Security Adviser, according to TheCable.
The implications of these findings could be profound, potentially affecting both national security operations and the very fabric of governance in the country.
SB Adamu, a squadron leader with service no NAF/3481 from Jigawa state, was posted to the National Counter Terrorism Centre (NCTC) — a programme coordinated by ONSA — four weeks before the alleged coup plot was botched.
Contrary to reports that many of the suspects were working with the ONSA, Adamu was the only one linked to the office through the NCTC.
The NCTC is one of the programmes coordinated by the ONSA.
Military sources told TheCable that when Adamu Garba Laka, a major general and national coordinator of NCTC, requested for a specific officer to be posted to the centre in August 2025, he was surprised that his request was not approved.
Instead, Adamu was posted to the office — and this is now fuelling speculation that the alleged coup plotters had infiltrated the military hierarchy.
Adamu was a member of regular course 59 of the Nigerian Defence Academy (NDA).
President Bola Tinubu recently did a clear-out, sacking two of his services chiefs, including Hasan Abubakar, an air marshal.
The detailed squadron leader was allegedly detailed to “take out” Ribadu just as some other officers were tasked with killing other senior government officials, TheCable was informed.
He is said to be cooperating with investigators.
Military authorities are yet to officially confirm the coup plot.
Defence Headquarters (DHQ) insisted, in a press statement after Sahara Reporters broke the story, that the ongoing investigation of 16 officers is a “routine internal process aimed at ensuring [that] discipline and professionalism is maintained within the ranks”.
Tukur Gusau, a brigadier and director of defence information, said the findings of the investigation will be made public.
Media reports have continued to reveal the identities of those in detention after the story of the alleged coup plot.

The Special Adviser on Media and Public Communication to President Bola Tinubu, Sunday Dare, says the Presidency will stand by the Nigerian Military’s position that there was never a coup attempt in Nigeria.
According to Naija News, on October 18, the Defence Headquarters (DHQ) had released a statement describing as false and misleading the reports online that alleged that activities to mark the 65th independence anniversary of Nigeria were cancelled over an attempted coup plot.
The rumours of a coup intensified further after President Tinubu sacked the Service Chiefs.
In an interview with TVC on Tuesday, Dare said the Presidency will stick to the narrative of the Nigerian Military that there was no coup attempt in Nigeria.
According to him, the presidency will only change its position when the military says otherwise, because the military is constitutionally empowered to secure the country.
He said, “We are going to stick to the narrative of the military because they are the ones constitutionally empowered to secure this country. They are given the power, arms and ammunition as the intelligence power.
“So when the military says these are the reasons why we have this development, we are going to stay with that narrative because that is the brief that is out there. Until the military comes with a different narrative, we are going to stay with that narrative. On some military being retained, there is a need to have institutional memory and maintain a balance and this decision was not taken on a flip for the person that was retained.”

Two intelligence officers confirmed that the MD was arrested for allegedly transferring a huge sum of money to a former Minister of State for Petroleum Resources, Timipre Sylva, who was fingered as one of the financiers of the alleged plot to forcefully change the government.
According to reports, investigators believe the funds were meant to finance the coup.
“The MD (name withheld) transferred a huge sum of money to Sylva. Investigators are working on the theory that the fund transfer was connected to the coup. He is presently answering questions about what the money was meant for.”

Former Bayelsa governor Sylva’s Abuja house was reportedly raided by investigators on Saturday, with military operatives arresting his younger brother, Paga, who is his Special Assistant on Domestic Affairs and went away with his driver.
The former minister and All Progressives Congress chieftain was outside the country during the operation.
Sources with knowledge of the operation explained that he was planning to return to the country when he heard that the coup leaders had been arrested. He thus shelved his plan to return home.
“Sylva’s Abuja home was raided on Saturday, but he wasn’t around. His younger brother, Paga, who is the SA, Domestic, and the driver, were arrested. Investigators believe Sylva allegedly funded the coup plot. Sylva was abroad and was preparing to leave for Nigeria when he got wind of the arrest of the coup leaders. So, he stayed back.”
The Director, Defence Media Operations, Maj-Gen Markus Kangye, and the Director of Defence Information, Brig-Gen Tukur Gusau, could not be reached for comments on Tuesday as they didn’t pick up calls from our reporter.
Gusau had, in a statement on October 4, said that 16 officers were detained for breaches of military regulations and acts of indiscipline.
“The Armed Forces of Nigeria wishes to inform the public that a routine military exercise has resulted in the arrest of sixteen officers over issues of indiscipline and breach of service regulations.
“Investigations have revealed that their grievances stemmed largely from perceived career stagnation caused by repeated failure in promotion examinations,” the statement partly read.
However, online platform SaharaReporters claimed that the detained officers — ranging from the rank of Captain to Brigadier General —were being held by the Defence Intelligence Agency for allegedly plotting to overthrow the government.
It also alleged that the officers were arrested at their homes across the country.

In a significant development, members of the Nigerian Army executed a search operation at the Abuja residence of Timipre Sylva, a former governor of Bayelsa State and ex-Minister of State for Petroleum Resources.

This raid is part of a broader investigation spearheaded by the Defence Intelligence Agency (DIA) into the alleged conspiracy.
According to reports from SaharaReporters, this operation underscores the serious nature of the allegations flying around and the government’s commitment to unraveling the details behind this troubling incident. The atmosphere of uncertainty and concern in the capital seems to be growing as investigations unfold.
Multiple security sources confirmed to SaharaReporters on Tuesday that the army raid occurred at Sylva’s home in the Maitama area of Abuja.
According to insiders, a “special military team” carried out the operation after intelligence linked the “former South-South governor” to secret meetings allegedly held with some of the detained military officers.
“Nigerian Army special team ransacked the home of Timipre Sylva, who is believed to have fled Nigeria,” one top source familiar with the development told SaharaReporters.
“He is the South-South former governor frequently mentioned in the case. His brother, named Paga, was picked up during the raid. The operation also extended to his Bayelsa residence.”
Another security insider said that while no official statement had been issued regarding the raid, the action was “not random” but “a direct response to intelligence linking certain political figures to the alleged plotters.”
This development comes amid growing tension within the armed forces following SaharaReporters’ exclusive report that at least 16 senior military officers had been detained incommunicado by the DIA over an alleged coup plot.
The detained officers, drawn from the Army, Navy, and Air Force, have been held for over three weeks in an undisclosed Abuja facility under what sources described as “unusual and suspicious conditions.”
Family members told SaharaReporters they initially believed their relatives had been kidnapped, as there was no official communication from the military regarding their arrests.
“It’s been 18 days since those 16 officers were detained in an undisclosed location. At first, we thought our brother was kidnapped before finding out what transpired from his friend who works in the NSA office,” a family member had said.
Security analysts have questioned why the DIA, an intelligence agency under the Ministry of Defence, is spearheading the investigation instead of allowing each military service to handle its personnel internally, a move seen as “highly political.”
“If the military were truly conducting a disciplinary operation, over 10,000 cases could emerge. Why only 16 officers, and why hand them to the DIA?” one retired officer asked. “This smells of politics. There’s clearly more going on behind the scenes.”
Speculations are now rife that the alleged plot and subsequent arrests may have deeper political undertones, potentially involving some former office holders with ties to late ex-President Muhammadu Buhari’s administration.
Sylva, a former governor of Bayelsa State and a close ally of late Buhari, served as Minister of State for Petroleum Resources between 2019 and 2023.
He was also the All Progressives Congress (APC) governorship candidate in the November 2023 Bayelsa election, which he lost to incumbent Governor Douye Diri of the People’s Democratic Party (PDP).
